He pronounces judgement, turns away from His people and threatens destruction. But at this He declares that His 'heart recoils within' Him and His 'compassion grows warm and tender.'
Chapter 6 verse 1 sums this all up:
". . . for He has torn us, that He may heal us;
He has struck us down, and He will bind us up."
There's a great tension between God's love and His wrath.
This tension comes together in Jesus.
God so loved the world that He gave His only Son [to be flogged, mocked and crucified, and taking the wrath of God over our sin] so that whoever believes on Him should not perish but have everlasting life.
