Modesty?

I want to re-ask the question on what you think is modest for a female to wear and what you think isn't.
I'd especially love to get some feedback from ladies on this, how much responsibility do you feel you have to dress modestly and where do you draw the line. Do you want to show off your body and how does it make you feel when a guy is oggling your assets when you are showing cleavage? And do you feel that when guys raise this they excuse their being perverts by throwing blame to you?

When on holiday is a bikini ok?
How long ought a skirt be?
How high does a neckline need to be?
What about clothes that show off a shapely figure?
Etc...
